Boating with DUC (Durban Undersea Club)

DUC BOAT NUMBERS [ IMPORTANT NOTICE ]

To apply for an DUC number for your boat or jet ski ,you will need to be a paid up Ordinary member of DUC.
Please email boating@duc.co.za and state your full name and that you require a DUC Boat Number. Once your boat has been passed with this new DUC Number you will need to send us a copy of the certificate, buoyancy certificate, skippers ticket, photographs, ICASA license or proof of payment thereof for our records. If these are not received your boat will not be allowed to launch.

DUC boat numbers will allow members to launch their DUC registered boats at the Vetch’s Beach Launch site without paying a launch fee. The launch site is controlled by the Durban Ski Boat Club (DSBC) but has to adhere to the Port Captain’s rules and regulations due to the proximity of the launch site to Africa’s busiest harbour entrance.

To apply for a DUC boat number the following is required:

  • Current DUC membership number
  • In date and current Skippers ticket
  • Proof of Boat Seaworthiness and that the form reflects that the boat owner is a DUC member.

LAUNCHING REGULATIONS

Please make sure you have your Skipper’s Ticket and your current COF for your boat with you when you launch. DSBC Safety Officers may request this before allowing you to launch.

If you are not a member of Durban Undersea Club please note launch fees are R350 for KZN and DTD numbers.

If you are affiliated to another club and the number on your boat reflects this then launch fees are R150
(If your number does not reflect this you will need to produce proof that you are a paid up member of your club)

If you require a tractor tow this is an additional R100. This needs to be paid to Karen who is at the launch site from first light on public holidays and weekends, or paid into the Admin Office on weekdays. Please note if you launch before the Admin Office is open you can pay on your return.

Both boats and Jet Ski’s are required to sign the launch register before heading out to sea. The register can be found on the table at the entrance to DSBC. The register must be completed in full with all details required entered.

Before launching on weekends and public holidays, a radio check must be done with the control tower duty officer which is directly above the DSBC entrance. All craft are required to get permission to launch and beach from the control tower. Failure to do so will result in disciplinary action being taken.  You need to use Channel 19 on a 29 Meg Radio or Channel 08 on VHF. You should have a 29 Meg radio as per DSBC regulations, however a VHF radio is acceptable.

The Merchant Shipping (National Small Vessel Safety) Regulations 2007,Regulation 12: Voyage Information

  1. Before a vessel goes to sea from a place in the republic, the owner and skipper must ensure that there is left behind, particulars in respect of- (a) the identity of the vessel, including its name if any, official number, and or type or make; (b) names of the occupants; and (c) the intended place or places and expected times of departure and arrival.
  2. Where regulating authorities, authorized agencies or clubs affiliated to a governing body have implemented reporting mechanisms for sheltered waters or at harbours, fishing harbours and approved launch sites, owners and skippers must comply with those mechanisms instead of the requirements under sub-regulation
  3. In terms of the launch site permit issued for the purposes of operating a boat launch site issued in terms of Regulation 11 of the Regulations in terms of section 44 of the National Environmental Management Act, 1998 (Act No. 107 of 1998):  Control of Vehicles in the Coastal Zone (Government Notice No. 1399) (“ORV Regulations”), as amended by National Environmental Management Act: Regulations: Amendment (Gazette 27066, Regulation Gazette 8113), 7 December 2004. Permit Condition : 1.1.1 Launch Register: 1.1.1.1 All relevant users must complete the KZN Boat Launch and Catch Register, including commercial fishers, fishing skis and other paddle craft from which fish are caught.

PLEASE NOTE THAT ONLY NIGHT RATED BOATS CAN LAUNCH BEFORE FIRST LIGHT! TRACTOR DRIVERS ARE NOT ALLOWED TO PUT YOU IN THE WATER BEFORE FIRST LIGHT! PLEASE RESPECT THIS RULE!

PLEASE NOTE THAT INSIDE THE VETCHIES BASIN IS A NO WAKE ZONE!!! THIS IS A LAUNCH SITE AND NOT AN AREA FOR PICKING AND DROPPING OFF PASSENGERS. DSBC LAUNCH SITE IS PURELY TO LAUNCH AND BEACH FOR DEEP SEA FISHING.

IT IS NOT FOR JOY RIDING! DISCIPLINARY ACTION WILL BE TAKEN AGAINST YOU IF YOU DO NOT ADHERE TO THE NO WAKE, NO JOYRIDING RULE!

JET SKI’S

Only Jet ski’s equipped for fishing and are over 3m in length can use the launch facilities at DSBC base. Jet Ski numbers are obtained as per procedures outlined above.

Jet Ski'sConditions of launching a Jet Ski are:That besides being longer than 3m in length, the ski is equipped for fishing

  • That the jet skis will launch for the sole purpose of fishing
  • No “joy riding” is permitted at any time – including wave jumping, erratic, fast maneuvers, etc
  • If a jet ski owner wants to conduct the above maneuvers they must launch at Laguna Beach
  • The skis must observe the “no wake” rule within Vetch’s reef – i.e proceed slowly and safely keeping a lookout for divers / swimmers.
  • The skis must stay clear of the harbor mouth.
  • That should these procedures / rules not be adhered to, the Port Captain is entitled to remove the launch rights for jet skis from   Vetch’s.
  • Signing In and Out for launches and Radio checks

BOAT INSPECTIONS

Club Boat Inspection dates are normally held the last weekend of November. If however for some reason you require to have your boat inspected outside of these dates you will need to please contact the club boating officer to make alternative arrangements.

PLEASE NOTE: This option costs almost twice as much as when done on the designated weekend! The “labour” for boat inspections is donated to the club for the official club boat inspection day
You will need to first collect and pay for the applicable forms from the club office. You can then contact the boating officer directly to make arrangements. Please note that you will need to pay the boat inspector of your choice the amount requested by them over and above the fee that you paid at the club office for the forms. The club does not settle the boat inspector on your behalf.
Please find information listed below that you will find useful. This has been put together with the help of our Safety Officers. It has been done in point form so hopefully it will be easy to follow.

Make sure your safety equipment is current and marked with your boat number and name. Anchors and ropes to be connected correctly

  1. A safety requirement is a radar reflector-they are about R150.00 at SeaPort, stock is also available at other supply shops
  2. Download SAMSA survey checklist for your category and complete – you can download it from the link displayed on the right of this page. This form needs to be correctly completed by you prior to the physical inspection.
  3. Your 29meg radio you will need a licence and proof that payment is up to date. The person to contact at ICASA is Tuli Dlamini (very helpful and on the ball). Her e-mail address is tdlamini@icasa.org.za. If you have paid just keep a copy of payment on your boat, as confirmation from them will take a little time.
  4. If you have a VHF radio you should have completed the Radio Operators Certificate. If not, contact ICASA as above.
  5. Trailer: make sure your name, boat number, and contact details are clearly visible on your trailer.
  6. Buoyancy: You will need a copy of your latest buoyancy certificate.
  7. The cost of the forms ( and inspection on the designated day) will be R485 inclusive payable ONLY to the club office either in cash/credit card or EFT. If you do the boat inspection outside of the allotted club boat inspection day, you will need to pay the boat inspector for his time, to be negotiated directly with him.
  8. If you have an DUC number you are required to be inspected by a SAMSA approved surveyor.
  9. Just as a reminder that you must be a paid up member in good standing

PAPER WORK

  1. You need to first ensure you are a paid up member of the club and then pay for your inspection forms.
  2. Collect for your COF form to the office (Yellow, white  & pink form) You will need to keep your receipt or proof of payment for your forms as this will be your ONLY way to collect your Inspection form from the boat inspectors on the club boat inspection day. If you boat was inspected by a non DUC or DSBC surveyor you will need to provide them with proof of good standing with your club and ensure that ALL the documents are returned to the DUC. office together.
  3. In summary you will need
    1. COF – which reflect that the owner of the boat is a club member
    2. Buoyancy certificate
    3. Skippers ticket
    4. Radio licenses
    5. SAMSA check list completed
    6. Harbour permit form (optional)
    7. If any EFT payments have been made, please bring proof of payment

HARBOUR PERMITS

If you plan to use your boat in the harbour, harbour permit forms are required. These can be completed during the annual boat inspection in November each year, however the disc’s will only become available in April the following year as the validity period for harbour permits is from April to March. To apply for a harbour permit disc you will need to bring in a copy of your in date Certificate of Fitness for your boat so we can attach it the completed harbour permit application form.

Tractors

When there are lots of boats launching at the Vetches launch site, DSBC (who control the launch site, remember!) will operate the golf ball system for tractors.
Here is the plan:
  • You get a golf ball and put your boat number on it with an indelible Koki pen.
  • On arrival you put your golf ball in the pipe that is fixed on the opposite wall to the entrance to the DSBC.
  • One of your crew stands by the pipe and when your numbered golf ball pops out you get the next tow. If you are not ready when the ball pops out your golf ball goes back in at the top, and you wait your turn again.
  • This applies to all boats, be they shelter stored craft, or towed to the club, and it includes visitors. Your crew must stand in the line, when busy tractor drivers have been briefed to only go to the golf ball queue to pick up the next tow.
  • Please look out for visitors and guide them to Karens table so she can be of help to them.

Twenty & Welcome

There are three tractor drivers that live on site at DSBC: Blessing, Welcome and Twenty. Some of you know where their rooms are and wake them up at all hours to get them to launch you. Please note that are not paid by DSBC to work during the night. You are welcome to wake them up so that they can assist you but please make sure you remunerate them for their time.
These guys work really long hours when the weather is good. Please be patient when they are trying to launch lots of boats in the morning. They go as fast as they can!
All three are awesome, humble men who work extremely hard. Please treat them as you would wish to be treated!
